  Jim Fraser - (Colonel US Army (ret.))

President and founder of Fraser and Associates, Inc. a company actively involved in a wide range of training and training development activities.  President of SoftRisk Technologies Inc. a company that developed and markets SoftRisk http://www.softrisk.com , an emergency and critical incident management software product. In the training arena Jim’s activities include advanced instructor development training, adult learning, presentation procedures, special events planning and training, emergency and critical incident management, the OODA Loop, antiterrorism, security and contingency planning, and crisis management.  Jim retired from the US Army in 1991 as a Colonel, Military Police Corps, after over 27 years of service. He is also Airborne qualified, a Ranger and senior Army Aviator. In his last military assignment he was on loan to the Treasury Department and served as the Special Advisor to the Director of the Federal Law Enforcement Training Center.   

 

While on active duty Jim headed the Terrorism Counteraction Office at Fort Leavenworth, KS; the Army’s proponency office for terrorism related training. After the Fort Leavenworth assignment Jim was the Department of Defense On-site Liaison Officer for the Tenth Pan American Games, Indianapolis, Indiana. He worked directly for the Assistant Secretary of Defense for Force Management and Personnel. In this assignment he coordinated a major portion of our Federal government's involvement in this major, international sporting event. In 1990 he was Executive Director of the Summit Coordination Center in support of the 1990 Economic Summit of Industrialized Nations in Houston, Texas

 

In 1996 Jim served as the Deputy Director of the Atlanta Committee for the Olympic Games (ACOG) Operations Center during the planning, training and operational phase of the 1996 Centennial Olympic Games.  The Center coordinated all major support to the largest and finest sporting event in our nation’s history. 

 

Jim is the designer and a lead facilitator for the California POST (Peace Officer Standards and Training) Master Instructor Development Program. An innovative, year-long training program to develop a cadre of skilled and competent trainers capable of employing adult, experience-based learning techniques in the law enforcement classroom.  He is currently facilitating Class # 22.  He also designed, developed and is the lead facilitator for the CA POST Institute of Criminal Investigation (ICI) Instructor Development Workshop. He has been involved in the presentation of over 49 iterations of this program. The Institute trains criminal investigator in common and specialized investigative skills. All instructors who teach in this program receive special training to ensure they teach in a learner-centered, experience-based manner. Jim is a recipient of the Institute of Criminal Investigation Excellence in Instruction award and was further honored as the recipient of the Robert Presley Founders Award; given annually to individuals who have made significant contributions to ICI. In 1991 Jim was inducted into the Fort Benning Officer Candidate Hall of Fame. He also teaches a number of modules of instruction in the ICI Terrorism for investigators Course.

 

He continues to teach at the Federal law Enforcement Training Center and instructs contingency planning, crisis management and conducts an ICS exercise as a part of their Seaport Security Antiterrorism Training Program (SSATTP). He also teaches in their Crisis Management Training Program (CMTP) and the Hate and Bias Crime Training Program (HABCTP).  He developed creative tabletop exercise for the Mass Fatalities for Coroner Manager's Course conducted by the Orange County Coroner’s Office for Coroners statewide. He facilitates that exercise and also teaches classes in contingency planning and crisis management. The course is offered two or three times per year.   

 

Jim resides on St. Simons Island with his wife Jody, a social worker with Glynn County School System and twenty-two year old son Jimmy, a senior at Auburn University in Alabama. The family is founding members of the Lord of Life Lutheran Church and remains active in church activities; Jim is the current President of the Lord of Life Christian Montessori School Board of Directors.
