Subject: A message from the office of Congressman Gus Bilirakis

Dear Mr. West:  I am writing to update you on an issue about which we have
corresponded in the past, regarding the creation of a memorial to honor the
service of military divers. I appreciate the opportunity to provide you with
pleasant news.  On December 12, 2013, the U.S. House of Representatives
passed the National Defense Authorization Act (NDAA), the annual legislative
item that authorizes all aspects and activities of the United States military and the
Department of Defense. ;This legislation was signed into law by the President on
December 26, 2013. ; Included in this legislation ;was a provision that
authorized the construction of a memorial in honor of military divers.  Section
2842 of the NDAA was modeled on legislation that I introduced earlier this
year. This provision authorizes the Secretary of the Navy to designate an
appropriate site at the former Navy Dive School at the Washington Navy Yard
for a memorial to honor the members of the Armed Forces who have served as
divers and whose service in defense of the United States has been carried out
beneath the waters of the world. ; ;The legislation specifies that the memorial will
be paid for with private funds and that the Secretary of the Navy retains the
authority to approve the design and site of the memorial. ; ;This provision builds
upon section 2855 of last year's NDAA, which expressed the sense of
Congress that the Secretary of the Navy may permit such a memorial to be
built.  ;  As Vice-Chairman of the House Committee on Veterans' Affairs, I
constantly find myself in awe of the sacrifices and efforts that have been made
on behalf of our great country by the men and women who have worn the
uniform of our Armed Services. I am proud that the House of Representatives,
the Senate, and the President have recognized the heroic and valiant service of
our nation's military divers.  ;  As a resident of Florida's Twelfth District, your

out my duties as your federal representative. In that regard, please do not
