
In partnership with the San Diego State University (SDSU) Homeland Security Master's Program and the SDSU Foundation, the Homeland Security Policy Institute Group offers specialized training to law enforcement officers and first responders in critical situational awareness and Counter-Terror programs.
Designed for in person local and distance learning delivery and specializing in
national and regional issues like border security, coastal and international
water boundary concerns, interstate commerce challenges, infrastructure
vulnerabilities and issues unique to tribal police departments, our courses are
customized to the needs of local law enforcement while providing a broader look
into related national and regional issues and efforts.
The Knowledge
Constellation
The
nation’s top Terror and Counter-terror subject matter experts with experience in
the FBI, Israeli Intelligence, CIA, Metropolitan Police, SWAT and local law
enforcement make up our Homeland Security “Knowledge Constellation. Certified by
the Department of Homeland Security these trainers offer a curricula that is
current, customized and insightful. All of them have hands-on experience in the
field and teach using the latest in tools and technologies.
Civil Rights,
Liberties and the Constitution
Each of our trainers are
experts in applying Counter-Terror techniques while respecting the rights and
constitutionally protected civil liberties of American citizens. Every program
begins and ends with “awareness training” of what law enforcement can and cannot
do in this regard and attendees are taught how to respect these liberties and
rights while protecting the general public. This is done through interactive
role playing. Local and State laws are discussed.
Domestic Terrorism
Often overlooked in the
terror discussion is the potential impact of domestic terror groups including
Eco-Terrorists, White Supremacists and other racially focused groups. Our
instructors address each of these concerns individually and offer suggestions
and techniques for minimizing their effectiveness and preventing incidents that
could harm the general public or special groups.
International
Terrorism
Understanding the enemy
motivators and examining historical data are key components of this training.
Experts with FBI, CIA and Israeli Intelligence deliver programs designed to
heighten awareness of potential attacks of international and Islamo-Fascist
terror groups. Attendees are taught how to identify vulnerabilities in their
sectors and develop contingency plans for dealing with these challenges through
gaming exercises and role playing.
International Border
Vulnerabilities
With more than 8,000
miles of international border and boundary waters and coastlines, the United
States has a significant challenge securing these borders and protecting the
adjacent communities and beyond. These courses deal with unique issues facing
border area law enforcement including drug smuggling and human trafficking. Both
crimes are gateways to other forms of violence and terror including kidnapping,
murder and acts of terror. Attendees are taught how to identify border crimes
before they happen and how to isolate those crimes which may preclude acts of
terror.
Preventing Terrorism
through Terror Indicators
Understanding that acts
of terror often involve detailed planning and follow through by aligned but
separate cells gives law enforcement an opportunity to prevent these events
through sustained vigilance and community cooperation. Coordinating intelligence
provided by local citizens and harnessing the power of the individual observer
is addressed and discussed.

Operations
Actively managing and
coordinating an anti-terror unit requires an understanding of the potential
terror groups operating in and around your area and maximizing intelligence
gathering efforts. Our instructors have many years of experience working with
large metropolitan counter terror operations to small local ones. Effective
intelligence gathering efforts preclude terror disasters. Real world examples
are explored and dissected.

Web-based training (CLOUD) is an innovative approach to distance learning in
which computer-based training (CBT) is transformed by the technologies and
methodologies of the World Wide Web, the Internet, and intranets. Web-based
training presents up to date content in a structure allowing self-directed,
self-paced instruction in a number of topics. The WBT supplied by our partners
and trainers is multi-media rich training fully capable of evaluation,
adaptation, and remediation, all independent of computer type or platform.
It has been established
that web-based training is an ideal vehicle for delivering training to agencies
located anywhere in the world at any time. Advances in computer network
technology and improvements in bandwidth will usher in capabilities for
unlimited multimedia access. Web browsers that support 3-D virtual reality,
animation, interactions, chat and conferencing, and real-time audio and video
will offer unparalleled training opportunities here at HSPIG.
With the tools at hand
today, our partners and trainers have developed a highly effective WBT to meet
the training needs of a diverse first responder population. Web-based
performance support systems (CLOUDS) will further help today's agencies perform
their jobs by integrating WBT, information systems, and job aids into unified
systems available on demand in remote or localized locations around the world.
